We cover the lot on our Brighton plumbing run, from a washer swap in a postwar weatherboard to a full suite replacement near North Road. This page sorts the repairs from the replacements, explains who may legally do what in Queensland, and covers the efficiency rules that matter for rentals and new builds.

Repair or Replace a Tap or Toilet
Most drips, running cisterns and slow fills are repairs: a worn washer, a tired cartridge or a faulty valve inside an otherwise sound fixture. Replacing starts where the damage reaches the body: a crack in the tap, the cistern wall or the pan.
The repair list covers more than people expect:
- A washer-style tap dripping at the spout usually needs a new washer, or the valve seat dressed flat again.
- Mixer taps drip for a different reason: the ceramic disc cartridge inside has worn out, and replacing it cures the drip.
- A cistern that runs or leaks is most often cured by fitting a replacement inlet valve and a new outlet washer.
- A fixture on its third round of the same fault raises a different question. Repeat part costs and repeat call-outs can outgrow the price of a new unit, so we judge each job on its merits.
Cracks are the dividing line. Damage to the body or the porcelain means the fixture comes out, because no washer fixes a split pan.

Does the Water Utility Cover a Leaking Tap
No, it doesn't. A utility's concealed leak adjustment is for hidden pipe leaks, and water wasted by a dripping spout or a cistern that won't stop running is excluded from it.
That loss lands on the owner, which is why a slow drip deserves attention rather than patience. A slow drip can waste thousands of litres over time.
The exclusion makes sense once you read the meter. Water running through a worn cistern valve reads the same as water you used, and the bill follows the meter.
The pipes themselves are a different story. The utility looks after the street main and the meter itself; the pipes on your side of the meter, all the way to the fixtures, are the owner's to maintain.

Where Home Owner Repairs Stop in Queensland
The QBCC leaves householders a very short list of jobs that need no licence. It covers a tap's jumper valve or its washer, plus, inside the cistern, the drop valve washer, the float valve washer and the suction cup rubber. Anyone with the knowledge and skill can do them, and the result still needs to meet the code's minimum standard.
Everything beyond that list belongs to a licensed plumber:
- Fixing or swapping a fitting on a tap or toilet is minor work, done by a QBCC licensee without a permit and without a Form 4.
- A whole new tap is a job for a licensee too. The QBCC guide uses tap replacement to illustrate work beyond the owner list.
- Fitting a toilet where there wasn't one, or relocating an existing fixture, is notifiable work: no council permit, and a Form 4 goes to the QBCC within 10 business days of the job's end.
Keeping the work licensed keeps it compliant and protects your insurance position if the plumbing ever fails.

What WELS Stars and Flow Limits Mean
Water Efficiency Labelling and Standards (WELS) is the national rating scheme behind the star labels on tapware and toilets. The label shows a star rating plus the fixture's water consumption, so you can compare before you buy. Any tap, toilet or cistern also needs WaterMark certification as well as WELS registration before it can lawfully be installed by a licensed plumber.
Two sets of numbers matter to owners here:
New builds
a newly built house, townhouse or unit needs a dual flush cistern rated 4 stars or better, and tap fittings and showerheads at 3 stars minimum. Renovations are exempt from these minimums.
Rentals
to pass the whole water bill to a tenant, the owner needs the indoor cold taps, mixer taps included, running at 9 litres a minute or less. A dual flush cistern is then capped at 6.5 litres on the full flush and 3.5 on the half, averaging 4 litres or less.
Bath, garden and appliance taps sit outside the rental limit. Brighton State School on North Road dates to 1920, and the suburb's age profile skews to older families. Plenty of bathrooms in Brighton therefore run on fixtures fitted before any of these rules existed.
The Fixture Work We Cover
Census figures put detached houses at 90 per cent of dwellings here, most of them built from the 1950s boom through the 1970s, so the tapware in most rooms has been worked hard. Salt air near the foreshore ages outdoor fittings faster, and some never-updated postwar homes still draw through galvanised lines that choke flow at the tap.
Each fixture job has a dedicated page:
- Tap repairs: washers, cartridges and spindles, and the drips and leaks at spout, handle or base.
- Toilet repairs: valves, seals and pan connectors, weak flushes and cisterns that won't stop filling.
- Outdoor taps: hose taps and garden lines, salt-seized ones included.
- Tap replacement: new tapware supplied and fitted when repairs stop paying.
- Toilet installation: full suite swaps with the Form 4 handled.
- Toilet keeps running: a plain-English guide to a cistern that won't shut off.

Tap and Toilet Questions Answered
Call (07) 3523 6484Which tap and toilet problems can a plumber fix in Brighton?
Drips at the spout, handle or base, running or slow-filling cisterns, weak flushes, and worn stop taps and connections are all routine work for us. See our tap repairs page and our toilet repairs page for each fault in detail.
Is a dripping tap or running toilet an emergency?
No, neither is usually urgent, though both waste water until they're fixed. Water you cannot stop is the exception. Close the isolation valve or the tap at the meter, then see our emergency plumber page.
Can I replace a tap washer or cistern washer myself?
Yes, for the parts the QBCC leaves to householders: a tap's jumper valve or washer, and inside the cistern the drop valve washer, float valve washer and suction cup rubber. The finished work still has to meet the plumbing code's minimum standard.
Do I need a licensed plumber to replace a tap in Brighton?
Yes, a tap swap is licensed work under the QBCC's guide. A new toilet, or moving an existing one, is notifiable work, with a Form 4 lodged with the QBCC within 10 business days of completion.
Are there water flow limits for taps and toilets in a rental?
Yes, if the owner wants to charge a tenant for all water: indoor cold taps and single mixer taps are capped at 9 litres a minute, and dual flush toilets at 6.5 litres full flush, 3.5 half.
Who arranges tap and toilet repairs in a Brighton rental?
The owner or their manager carries the repair duty, and the tenant reports faults promptly. A broken or blocked toilet is on Queensland's emergency repair list, so it gets attended to faster than routine jobs.
